In order to actively guide and standardize the construction of key fire safety units (referred to as "key units"), to promote the implementation of the unit's main responsibility, and strive to improve the ability of key units to conduct self-examination, self-correction, self-defense and self-rescue, This unit is specially formulated to achieve the goal of effectively handling the initial fires in the mini-fire stations of key units with combat effectiveness.
I. Construction Principles
In addition to the key units required to establish a full-time fire brigade in accordance with fire protection laws and regulations, other key units with fire control rooms are set up to target early rescue, early elimination, and "3 minutes to the scene" to fight the first fires. Necessary firefighting equipment, the establishment of mini fire stations in key units, and actively carry out fire prevention and control work such as fire inspections and initial fire fighting. The key units of the fire control room can be used to jointly establish a miniature fire station.
Staffing
(1) The mini-fire station is staffed with no less than 6 people.
(2) Miniature fire stations should be set up as stationmaster, deputy stationmaster, fireman, control room watchman, etc. Miniature fire stations equipped with fire fighting vehicles should be set up as pilot positions.
(3) The head of the station shall be concurrently held by the unit's fire safety manager, and the firefighters shall be responsible for the fire inspection and initial fire fighting.
(4) The personnel of the mini fire station shall receive pre-job training; the training content includes fire fighting skills at the beginning of fire fighting, basic knowledge of fire inspection and so on.
Station equipment
(1) Mini fire stations should be set up with rooms for personnel on duty, equipment storage, etc., which can be used with the fire control room; if necessary, they can be set up separately.
(2) Mini fire stations should be equipped with a certain number of fire extinguishers, water guns, hoses and other fire extinguishing equipment according to the needs of the initial fire extinguishing; communication equipment such as external telephones and handheld walkie-talkies; Clothing, protective boots, demolition tools and other equipment.
(3) Mini fire stations should have fire equipment storage points inside the building and refuge floors, and fire equipment storage points can be set up between areas as required.
(4) Conditional miniature fire stations can be equipped with fire fighting vehicles according to actual conditions.
Fourth, job responsibilities
(1) The station manager is responsible for the daily management of micro-fire stations, organizes the formulation of various management systems and fire emergency plans, conducts fire inspections, fire publicity education and fire training; directs fire fighting and evacuation at the beginning of the fire.
(2) Firefighters are responsible for extinguishing the initial fire; familiar with the building fire protection facilities and fire emergency plans, master the equipment performance and operation methods, and implement equipment maintenance; participate in daily fire inspections and fire propaganda education.
(3) The attendant in the control room should be familiar with the emergency response procedures for fire fighting, be proficient in the operation methods of automatic fire protection facilities, and start the preplan after receiving the fire information.
V. On-duty linkage
(1) The mini fire station should establish a duty system to ensure that the duty personnel are on duty 24 hours a day and make emergency preparations.
(2) After receiving the fire alarm information, the attendant in the control room should quickly verify the fire and start the fire-fighting disposal procedure. Firefighters should rush to the scene for disposal in accordance with the "3 minute arrival" requirement.
(3) The mini fire station shall be incorporated into the local fire-fighting and rescue joint service linkage system and participate in the fire-fighting disposal work in the surrounding area.
Management training
(1) The key unit is the main body of construction and management of the mini fire station. After the mini fire station of the key unit is completed, it should be filed with the public security fire department of the jurisdiction.
(2) Mini fire stations shall formulate and implement management systems such as post training, team management, fire inspection, on-duty linkage, and evaluation.
(3) Mini fire stations should organize daily business training to continuously improve their ability to extinguish early fires. Training content includes physical training, use of fire extinguishing equipment and personal protective equipment.
